Who licenses day care centres in Ghana?
The Children's Act 1998 (Act 560) makes the Department of Social Welfare in the District Assemblies responsible for the proper administration of day care centre services. Operating without registration is illegal, and Social Welfare inspections check premises, record books and operating licences.
Kindergartens fall under the Ghana Education Service and the Ministry of Education.
Your record books — organised in EduX
| Record | In EduX |
|---|---|
| Register of children | A file per child with documents and family details, exportable as a list |
| Daily attendance | Time in, time out and collector's name, with a parent notification |
| Health and allergies | Visible to every staff member who opens the file |
| Staff on duty | Caregiver files and shifts — care under trained, responsible adults |
| Fees paid | Statement and receipts per family |
GHS fees and mobile money
Since 1 January 2026 Ghana's VAT plus the NHIL and GETFund levies come to 20%; how they apply to day care fees is a question for your accountant. Most parents pay by mobile money — MTN MoMo, Telecel Cash or AirtelTigo Money. In EduX, fee and instalment plans are set in GHS, parents get reminders before each due date, and every MoMo or bank payment is recorded on the family account with a receipt.
Children's data and the Data Protection Act
The Data Protection Act 2012 (Act 843) is overseen by the Data Protection Commission. In EduX a caregiver sees only her group, a parent only their child, and photos reach the child's family only.
