Who licenses nurseries in Jordan?
Nurseries System No. 77 of 2018 requires every nursery to be licensed and classified by the Ministry of Social Development, and recognises four types: private, school-based, institutional (workplace) and organisational. Since 16 July 2021, instructions for home nurseries have applied, and home nurseries are not exempt from licensing.
The National Council for Family Affairs runs a nursery quality accreditation system, and kindergartens sit with the Ministry of Education.
What the ministry asks for — and what EduX keeps
The home-nursery instructions, for example, require caregivers to hold a disease-free certificate, a minimum education level and approved training, and reportedly cap the number of children under two at five. That calls for clear staff and child records:
| Requirement | In EduX |
|---|---|
| Staff certificates and training | A file per caregiver with certificates and documents |
| Children by age | Age groups and live headcount |
| Child health record | Allergies, medication and documents on the child's file |
| Safe pick-up | Authorised-collector list; collector's name and time |
JOD fees and invoicing
Jordan's General Sales Tax is 16%; how it applies to nursery fees is a question for your accountant. The national e-invoicing system, JoFotara, is run by the Income and Sales Tax Department. In EduX, fee and instalment plans are set in JOD with reminders before each due date, parents pay by common methods such as CliQ, eFAWATEERcom or cash, and every payment gets a receipt.
Children's data and Jordan's PDPL
Personal Data Protection Law No. 24 of 2023 has applied since 17 March 2024, under the Personal Data Protection Council and the Ministry of Digital Economy and Entrepreneurship. In EduX each caregiver sees only her group, each parent only their child, and photos reach the child's family only.
