Who licenses nurseries in Oman?
Article 21 of the Child Law (Royal Decree 22/2014) says no nursery may be established except after obtaining a licence from the ministry — the Ministry of Social Development. Its executive regulations were issued by Decision 125/2019, and the licence service is listed on the government portal.
As reported on 5 October 2026, Ministerial Decision 378/2026 regulates integrated early childhood centres, with three-year renewable licences. We have not yet read the full text, and it may apply specifically to that category of centre.
The new requirements — and what EduX covers
Reported highlights of the decision: a nurse on site throughout working hours, high-quality cameras with audio recording, ratios such as one caregiver for every four children aged three months to one year, official documents confirming a child is free of communicable diseases at admission, and statistical reports and annual activity plans.
| Requirement | In EduX |
|---|---|
| Proof of freedom from communicable disease | Attached to the child's file at admission, with health and allergy records |
| Caregiver ratios by age | Age groups per caregiver, with live headcount |
| Statistical reports | Occupancy and attendance reports by group and period |
| Nurse on duty | Staff shifts show who is on duty at any hour |
| Cameras with audio | Not part of EduX — it does not replace cameras |
OMR fees and 5% VAT
Oman's VAT has been 5% since 16 April 2021, and education services are exempt under the conditions in the executive regulations. E-invoicing (Fawtara) is scheduled in phases from 2027, starting with large businesses. In EduX, fee and instalment plans are set in OMR with automatic reminders and a statement per family, and payments are recorded via OmanNet cards or bank transfer.
Children's data and Oman's PDPL
The Personal Data Protection Law (Royal Decree 6/2022) and its executive regulation (Decision 34/2024) are fully in force under the Ministry of Transport, Communications and Information Technology, and processing health data needs a ministry permit. Because nurseries hold children's health data, EduX separates what each staff member can see, and parents see only their own child. Our servers are in Riyadh.
