Who licenses nurseries in Qatar?
Under Law No. 1 of 2014, nurseries were licensed by the Family Development Department of the social affairs ministry; the file has since moved to the Ministry of Education and Higher Education (Private Education Affairs). In July 2024 MOEHE issued ministerial decisions covering:
- nursery classification,
- the expertise and qualifications required for nursery staff,
- premises that provide a safe and healthy environment for children,
- and a QR 1,000 licence fee, with six months to comply.
Staff and child files — organised in EduX
When the ministry asks about staff qualifications or enrolled children, the answer is in one place instead of scattered folders:
| Need | In EduX |
|---|---|
| Staff qualifications and experience | A file per teacher and caregiver with qualifications, documents and shifts |
| Enrolled children | A file per child with documents and family details, exportable as a list |
| A safe environment | Allergies and medication visible to staff; pick-up only by authorised adults |
| Classification and branches | Occupancy per group and branch on one dashboard |
Fees in QAR
Qatar has no VAT in force. Reports say the Cabinet approved a draft e-invoicing law in May 2026 with a phased rollout from 2027; we have not verified the text. In EduX, fee and instalment plans are set in QAR with reminders before each due date and a statement per family, and payments are recorded by card (NAPS), Fawran instant transfer or bank transfer.
Children's data and Qatar's privacy law
Law No. 13 of 2016 on Personal Data Privacy Protection governs personal data in Qatar. In EduX each staff member sees only what her role needs, each parent sees only their child, and photos go to the child's family only. Our servers are in Riyadh.
