Who regulates nurseries in the UAE?
Federal Decree-Law No. 51 of 2022 Regulating Nurseries has applied since 2 January 2023 and defines a nursery child as one under four. According to the official government portal, the Federal Authority for Early Education issues licences and monitors government and private nurseries in coordination with the local authorities:
- Dubai: Early Childhood Centres (birth to six) operate under Executive Council Resolution 35 of 2020, amended by 26 of 2023, with permits from KHDA.
- Abu Dhabi: ADEK licenses nurseries and issues their policies, including the Duty of Care Policy and the Child Pick-Up Authority Policy (September 2024).
- Sharjah: the Sharjah Private Education Authority.
Records and policies — and how EduX covers them
Dubai's resolution requires a centre to "create records of the children enrolled" and keep them for the periods KHDA sets, and to report any case of abuse or neglect. ADEK's policies ask for prompt response to incidents, protection of children's privacy and a clear rule on who may collect each child.
| What the authority asks for | In EduX |
|---|---|
| Enrolment records | A complete file per child, including documents such as Emirates ID and birth certificate |
| Pick-up authority | Authorised-collector list; collector's name and time on every pick-up |
| Qualified staff | Staff files and qualifications in one place |
| Children's privacy | Role-based permissions; photos go to the child's family only |
AED fees, VAT and e-invoicing
UAE VAT is 5%, but tuition at a recognised nursery, pre-school or school teaching a recognised curriculum is zero-rated, while uniforms, food, devices and application fees stay at 5% (FTA Education VAT Guide, June 2026).
E-invoicing is coming under Ministerial Decisions 243 and 244 of 2025: from 1 January 2027 for businesses with revenue of AED 50 million or more, and from 1 July 2027 for everyone else. In EduX, fee and instalment plans are set in AED with reminders before each due date and a receipt for every payment; the tax treatment of each item is for your tax adviser to confirm.
Children's data and the UAE PDPL
Federal Decree-Law No. 45 of 2021 on Personal Data Protection has applied since 2 January 2022 (DIFC and ADGM have their own regimes). In EduX each role sees only what it needs, and the daily photo report reaches the child's family only. Our servers are in Riyadh.

- Daily report: meals and how much was eaten, naps, activities and photos in the parent app (iOS and Android).
- Fees: instalment plans, automatic reminders before the due date, receipts and a statement per family.
- Staff: teacher and caregiver files, shifts and role-based permissions.
