Who licenses nurseries in Egypt?
Nurseries (for children below kindergarten age) are governed by Child Law No. 12 of 1996 and licensed and inspected by the Ministry of Social Solidarity. Even workplace nurseries: Labour Ministry Decree 48 of 2026 requires employers to obtain an operating licence from the Ministry of Social Solidarity before opening one, with the same supervision and inspection as public nurseries.
Kindergartens (KG1 and KG2) sit with the Ministry of Education and Technical Education. If your nursery covers both stages you deal with two authorities, and your records need to be clear for both.

EGP fees and tax
Egypt's VAT is 14%, and educational services are exempt under VAT Law No. 67 of 2016. B2B e-invoicing through the Egyptian Tax Authority is mandatory; the B2C e-receipt rolls out in phases to taxpayers named on the authority's lists — check with your accountant whether your nursery is listed.
In EduX, fee and instalment plans are set in EGP, reminders go out before each due date, and payments are recorded by the usual methods such as InstaPay, Fawry, mobile wallets or cash, with a receipt for each.
Children's data and Egypt's data protection law
Personal Data Protection Law No. 151 of 2020 received its executive regulations (Decree 816 of 2025) in November 2025 and is supervised by the Personal Data Protection Centre, with a compliance window. In EduX a teacher sees only her group, a parent only their child and management the whole nursery — which alone ends the problem of children's photos circulating in group chats.
